Why let small groups decide?

I find it unthinkable that small groups can shove their ideas down so many people's throat.
Example – How can five people decide an old school is what should be our library? Should that be a decision for the community to make? I do not need to go to a meeting at the school to have them show me the new coffee house.
Next is hog confinement. Who and why does DNR get to make the decision. Should this be up to the people who live around the stink.
People of the community need a voice, not a few people's stinking deals.
