David Duwayne Richman, 30, 109 N. Oak St. Apt. 12, was charged 5:30 p.m. Thursday on an Adams County warrant for second-degree harassment.

Richman was released on $1,000 bond.


Cateya Caye Phipps, 27, 900 N. Spruce St., was charged 5:43 p.m. Thursday on a Union County warrant for violation of a protective order.

According to a Creston Police report, Beau Klos contacted police after Phipps contacted him at 10:06 p.m. Nov. 24, which violated a protective order placed between Klos and Phipps. Kloss stated that Phipps had called him from someone else's telephone and asked why he had texted her that night. Klos then hung up on Phipps.

Phipps was released on promise to appear.
