Please see Wednesday's paper for the first part focusing on an outline of the proposal. ---------- Gov. Terry Branstad has proposed education reform across the state of Iowa. The proposal includes stipulations such as increasing teacher base pay from $28,000 to $35,000, creating a teacher career ladder and forgiving loans of up to $20,000 of new education graduates teaching in Iowa.
