Why pay some, not others?

Why is it that in Adair county, two employees were placed on leave without pay for possible illegal activities, but in Creston, an individual was placed on leave with pay while being investigated for “alleged irregularities of the Creston, City Water Works being investigated by the Iowa Auditor Office and the Iowa Dept of Criminal Investigation?

Seems as if Mr Green should have been place on leave without pay instead.

Wish I could get paid for 3+ months for doing nothing.
