Clarification before the Creston City Council

Creston Waste Water Treatment Plant Superintendent Jim Bristow appeared before Creston City Council Tuesday to clarify Ferrara Candy Company’s sewer rates based on a statement he made to the council previously, when he said Ferrara only pays approximately $6,000 in sewer rates annually.

“Ferrara pays sewer rates based on usage like everybody else,” said Bristow. “The rate I was talking about was our industrial user fees, which are charged for the extra BODs (biochemical oxygen demand) and suspended solids.”

Bristow clarified by saying Ferrara Candy Company actually pays sewer fees of approximately $142,000 annually and $9,900 in sewer tax based on 4.3 million cubic feet of water.

According to Bristow, results of two tests performed at Creston’s waste water treatment facility were presented to management at Ferrara and the meetings are “going good.”

A solution will be presented to the council once Bristow and Ferrara management have had time to assess possible options.

New role

The council voted to appoint Creston City Administrator Mike Taylor as public information officer (PIO) for the City of Creston.

“I think he deserves it,” said Councilwoman Marsha Wilson. “I think he has the right connections.”

The role of PIO, which is an additional role for Taylor, is to serve as a main point of contact between the city and the public in the event of a disaster.


A rezoning request at 1405 E. Howard St. was approved by the council to change the location from a R-1 single family to I-2 heavy industrial by Farmers Cooperative as recommended by the planning and zoning commission.

“We have purchased the north Novak property across from the feed mill,” said Farmers Cooperative General Manager Jim Schendt.

Schendt said approximately 80 trucks travel in and out of its current facility on East Mills Street on an average day.

“What we’d like to do, across the street, put up an additional scale, office and grain facility,” said Schendt. “That would keep a lot of traffic on Osage and off of Howard, and limit or reduce the amount of traffic we have going in to our 1000 E. Mills St. location.”

In other city business, the council:

• Held a public hearing to amend fiscal year 2013 budget.

• Approved an amendment to the current city budget for fiscal year ending June, 30, 2013 to reflect increases in revenue in the areas of local option sales tax, hotel/motel tax and increase in expenses of fire and police retirement funding and to adjust expenses as a result of a failed grant for sewer repairs.

• Approved a motion to check Sept. 3 on the progress of house repairs for a house located at 500 N. Vine St.

• Held a public hearing for an easement request to place a fence in the city right of way at 500 N. Cedar St.

• Approved an easement request to place a fence in the city right of way at 500 N. Cedar St.

• Held a public hearing for an easement request to place geothermal piping onto city property at 1503 N. Elm St., then approved the request.

• Approved a funding request of $3,685 by Crest Area Theatre to be paid out of hotel/motel funds to cover the cost of a summer production, which will help promote tourism in Creston.

• Approved the hiring of Mark Williams as full-time dispatcher.

• Approved the hiring of Bethany Madison as public works administrative assistant.

• Accepted an offer of funding from the Iowa Department of Transportation for the replacement of the Adams Street bridge over McKinley Lake.

• Authorized Mayor Warren Woods to sign a preliminary jurisdictional determination for the proposed Cottonwood Subdivision development droject and associated sanitary sewer line project adjacent to hurley creek.

• Approved a development agreement amendment with Union County Development Association to extend the end date of the agreement to be consistent with the end date of the neighborhood stabilization project funding contract.

• Appointed BrendaLee Lyell-Keate to the planning and zoning commission.

• Reviewed an airport hangar lease agreement draft.

• Scheduled a public hearing 6 p.m. May 21 regarding the lease of city land for airport hangars at the Creston Municipal Airport.

• Approved a request by Burlington Northern Santa Fe employees to place benches on city property.
