Will charges be filed against former Creston Water Works Manager Steve Green? That’s the question beckoning now that a 75-page special investigation report by the state auditor’s office has been revealed to the public.

That report showed Green was paid almost $90,000 in improper and unsupported disbursements between July 2005 and November 2012.

The majority of that $90,000 came from Green being improperly paid for performing inspections or attending meetings on two major projects including the Creston Water Plant expansion and Summit Lake project.

Other improper disbursements were for vacation pay and meal reimbursements. Creston Water Board members terminated Green’s contract in late June. Green was the general manager of Creston Water Works for more than 30 years.

Charges coming?

Union County Attorney Tim Kenyon said Thursday — because of other urgent matters — he has been unable to schedule a meeting with the Department of Criminal Investigation (DCI) agent in charge of the Steve Green/Creston Water Works investigation.

“I have not had time to read the special investigation report,” Kenyon said. “I’ve had other, more pressing matters to take care of involving assaultive behavior and injured parties. Those cases took priority, but I hope to get to it (Water Works case) soon. It’s an important case, but my schedule just hasn’t been flexible enough yet.”

Kenyon said it’s possible that he will have the attorney general’s office assist in the case. Kenyon concluded by stating it could be two weeks or more before a decision is made to file charges or not against Steve Green.
