Ryan Dean Offield, 43, of Thayer was charged 9:45 p.m. Sunday at Thayer Lake Road and Willow Avenue for second-offense operating while intoxicated, no driver’s license, no insurance and failure to maintain control.

According to a Union County Sheriff report, dispatch received reports of a white Chevrolet Cavalier swerving in the road and driving in the wrong lane. At 9:14 p.m., dispatch was notified that the Chevrolet struck another vehicle at Thayer Lake Road and Willow Avenue intersection. At 9:31 p.m., officers arrived on scene and met with a witness of the accident. Officers then spoke with the driver of the Chevrolet, who was identified as Offield. Offield had an odor of an alcoholic beverage emanating from his person, slurred speech, difficulty walking and balancing. Offield refused all requests of a breath test. Offield was previously convicted of operating while intoxicated Dec. 20, 2007, in Harrison County, Mo.

Offield is being held in Union County Jail on $2,000 bond.

An employee at Union County Conservation Office reported overnight Thursday a picnic table at Cedar Park was burned.

Damage estimate is $300.
