Casey Ray Welcher, 22, 1106 W. Montgomery St., was charged with public intoxication 10:30 p.m. and disorderly contact 11 p.m. Tuesday.

According to a Creston Police report, Welcher was in an alley behind 606 N. Maple St. and was yelling so loud, the occupants could hear from him inside the house. Welcher was located at Irving Street between Oak and Division streets. Officers observed Welcher to have slurred speech, bloodshot watery eyes and the smell of an alcoholic-type beverage on his breath. Welcher was taken to Union County Law Enforcement Center where he submitted a sample of his breath for Data Master which indicated a breath alcohol content of .115.

Welcher was being held in Ringgold County Jail on a $300 bond.

Luke Alan Johnson, 40, 402 S. Stone St., was charged on a Union County warrant for perjury 3:45 p.m. Tuesday at Union County Jail.

According to a Creston Police report, on or about July 10, Johnson submitted a financial affidavit to the Union County District Court in which Johnson stated he was employed “full-time.” Johnson answered “?” to the question, “How much money have you made in the last 12 months ... ?” Johnson responded “N/A/” to the request to “List what you own, including money in banks, cars, trucks or other vehicles, land, houses ... or anything else worth more than $100.” During court proceedings on Aug. 1, information was provided that Johnson owned property not listed on the affidavit. A subsequent affidavit indicates that Johnson is employed part-time, his income during the past 12 months was approximately $4,000 and that he owns a motor vehicle, boat, residence and real estate. The information is relevant and material to the question of whether Johnson is eligible for court appointed counsel. The information is also relevant and material to Johnson’s ability to post bond in a pending prosecution.

Johnson is being held in the Union County Jail on $80,000 bond.
